I have been asked to advise you that Police requires an extension of time in which to respond to your request, pursuant to section 15A(1) of the Official Information Act 1982 (OIA). Specifically, section 15A(1)(a), the request is for a large quantity of official information or necessitates a search through a large quantity of information and meeting the original time limit would unreasonably interfere with the operations of the organisation, and section 15A(1)(b), consultations necessary to make a decision on the request are such that a proper response to the request cannot reasonably be made within the original time limit.

Dear Ministerial Services,

I feel that your refusal to provide the information I have requested on the grounds that "To provide the number of firearms licence holders per postcode could potentially identify where concentrations of licence holders are" is unreasonable and not grounded in fact.

My reasoning is thus: There are 1856 postcodes in New Zealand, each of which can contain up to 10,000 individual delivery locations. That is an average of 130 LFOs per postcode which is around 1% which is not significantly different to the approximately 0.5% of the population who are LFOs. As such little information of firearms "clusters" can be gained. Even allowing for rural postcodes with far fewer delivery locations there is no significant added risk as it is a well known fact that most rural properties will have a LFO and firearms present.

Please reconsider this refusal and provide the information as requested.
