Information regarding rubbish and recycling collection changes on Wellington Road

Dear Wellington City Council,

On the 12th of August, resedets of Wellington Road received a letter proposing changes to the collection of rubbish from 8am to 6:30am.

I am requesting any feedback provided by the public (names and addresses can be removed), minutes from any meetings, and emails containing information about this change, what impact it may have on traffic, what safety improvements will occur.

I would also like to know if all appropriate steps have been taken to ensure the change of collection time complies with City council bylaws (including, but not limited to, Wellington City Consolidated Bylaw 2008 Part 9, 2.13)

I have spoken with the relevant officers and can advise you of the following concerning the change in collection times for Wellington Road, and 2 other roads:

Because of traffic congestion and health and safety issues with 3 main thoroughfares in and out of the city, there was a need to change the collection times for these streets:
Wellington Road, Kilbirnie
Riddiford Street, Newtown
Constable Street, Newtown

The background for each street is detailed below:

Wellington Road, Kilbirnie:
This is a continuation of Ruahine Street, Hataitai which does have dispensation for early start This street is on the main route from the airport to the city. It is designated SH1.
Volumes of traffic after 8am is heavy and the carriageway is not wide enough for a stationary vehicle on the left hand side while others pass within the width of the lane Estimated number of residents on this section is 60-67 Ruahine Street is a 70kph zone, there are properties just after the 70kph zone at the turn in to Wellington Road which make collections dangerous

Riddiford Street, Newtown: (entire length Johns Street to Mansfield Street):
This is a continuation of Adelaide Road, which does have dispensation for early start.
Riddiford Street is a main thoroughfare between Newtown, past the Hospital, and the city Volumes of traffic after 8am are lighter than between 7am to 9am however the pick-ups are outside retail shops and in areas where there is high foot traffic Because there are many flats above the retail shops this proves to be a high collection area Estimated number of residents on this street is 120-135.

Constable Street, Newtown:
A main route for cars and buses between Kilbirnie & Newtown in both directions. Although vehicle volumes are reduced after 10am this continues to be a busy street with on street parking posing a safety risk This requires the collection trucks to block the lane of traffic where it cannot pull in safely out of the live lane This in turn generates great frustration amongst motorists towards our staff Estimated number of residents on this street is 150-160.

Prior to our proposal, officers sought approval from the Manager Transport & Waste Operations, Jeff Swainson. Approval was given provided the residents and other parties were fully notified in advance. All 347+ residents were notified of the proposed change of collections via letter with the help of Council Marketing & Communications Specialist, Victoria Barton-Chapple. Residents were given time to response with any concerns or issues, to let us know by the 9th September with a start date of 1st October 2016.

As of Wednesday 7 September, we received only four responses from residents that were concern with our proposal:
1. Wellington Road property: too early and not happy with the noise.
2. Wellington Road property: Same. Too early and not happy with the noise.
3. Riddiford Street: No physical address provided. Respond via email. Same, mainly noise generated from collections.
4. Riddiford Street: No physical address provided. Respond via email. Same, mainly noise generated from collections.

The Council believes it has taken all necessary steps to ensure the consultation process was follow correctly, and the change to the collection time complied with the Councils bylaw, 2.13 attached. We even started our glass collection from the hospital end to satisfy one resident from Riddiford Street who was concern about the noise.
