The Ministry may say that they don't hold the footage and may direct you to Ngā Taonga Sound & Vision, which houses NZ's film, television and sound history.

Nga Taonga receives government funding from the Ministry of Culture and Heritage under a funding agreement, which sets out the terms and conditions of the funding. For the year ending June 2015, the Ministry paid $3 million to Nga Taonga, excluding additional project payments. This represented just under 40% of Nga Taonga's total income for the year.

They also hold the former Radio NZ Sound Archives (transferred in 2013) and manage day-to-day access of the TVNZ Archive (ownership transferred from TVNZ to Ngā Taonga Sound & Vision in 2014 and films physically held at the TVNZ Archive in Avalon, Lower Hutt)

To find items of interest, you can search the Nga Taonga catalogue from their website: http://www.ngataonga.org.nz/

You can also search that catalogue, plus a number of others using a federated catalogue on the Digital NZ website. It appears you cannot limit by format. However, they have a new beta version at http://beta.digitalnz.org/, where you can limit by format (e.g. video).

The TVNZ archive still maintains an online presence at https://www.tvnz.co.nz/content/tvnz/lice.... However, it is probably more straightforward for you use Nga Taonga rather than work through TVNZ.

If you find descriptions fo footage in Nga Taonga 's catalogue that has not been digitised (i.e. is still in the native old reel format) you could make a case to them for digitising it, explaining how it would benefit you and the public at large. I'd think there would be a good case, given he was a prime minister and his policies were the genesis of the welfare state in NZ.

From a history studies perspective, You need to consider whether you want primary source material (i.e. 1930s original footage at the time) or if you are happy with secondary source material (e.g. TV programmes broadcast subsequent to the 1930s about Savage that include excerpts of original footage).

I suspect the Ministry for Culture and Heritage has transferred the request to the Department of Internal Affairs because the National Library and Archives NZ are groups within the Information and Knowledge Services branch of the Department.
