Thank you for your email of 5 March 2017 requesting, under the Official
Information Act 1982, the following information:
1) What budgetary controls are in place overseeing Callaghan Innovation’s
sponsorship & media spend?
2) How do these contracts get awarded?
This letter is to advise you that your request has been transferred to
Callaghan Innovation.
This is because the information you have requested is not held by the
Ministry of Business, Innovation and Employment. Section 14 (b)(i) of the
Official Information Act allows the Ministry to transfer any request where
the information is not held, but is believed to be held by another
department, organisation or Minister of the Crown.

They have also not responded to request I have sent them directly.
What is going on? Do they think they do not have to answer to the public?

and,

It's not clear in the request why you want MBIE to respond, rather than Callaghan itself. Without such an explanation, MBIE may transfer your request to Callaghan, possibly.
