Dear KiwiRail,
Given your previous response (OIA2016.066) that KiwiRail "does not record what the relevant kilometre distance was at the time that a fault is logged", can you please advise how the Mean Distance between Failures is calculated for the KiwiRail locomotive fleet.
Could you also provide the data that are used to calculate the Mean Distance between Failures, to a level of detail, at which individual locomotives can be identified. This should be for the entire KiwiRail locomotive fleet since 2010.
Because I am not sure what information you hold, I am happy to be contacted so that the extent of my request can be clarified. Under section 18B of the Official Information Act this is your duty, if you were to otherwise refuse the request, but is good practice in any case.
If a request is likely to be refused under section 18(e) or (f), the department, Minister of the Crown, or organisation must, before that request is refused, consider whether consulting with the person who made the request would assist that person to make the request in a form that would remove the reason for the refusal.

Unfortunately, it will not be possible to meet that time limit and we are

Thank you for your email dated 28 June 2017 where you request the
following information:
“…advise how the Mean Distance between Failures is calculated for the
KiwiRail locomotive fleet.

distance between failures, to a level of detail at which individual
locomotives are identifiable. This should be for the entire locomotive
fleet since 2010.”
Your request has been considered under the Official Information Act 1982
(the Act).
Mean Distance Between Failures (MDBF) is calculated as follows:
· for the entire mainline locomotive fleet – total kms run in a
fixed period (as provided by the AMICUS system) divided by the total
number of ‘accepted failures’ (being those that resulted in a more than 10
minute train delay) in the same fixed period
· for each class of mainline loco – total kms run in a fixed
period for the loco class (as provided by the AMICUS system) divided by
the total number of ‘accepted failures’ for that class (being those that
resulted in a more than 10 minute train delay) in the same fixed period.”
In respect of your second question, KiwiRail does not calculate MDBF at
the level of individual locomotives. However, we do produce monthly
reports by each class of mainline locomotive and could provide copies of
these statistics if this would be of assistance.
Under s28(3) of the Act, you have the right to seek an investigation and
review of this response by way of complaint to the Ombudsman. Refer to
