Dear Department of the Prime Minister and Cabinet,
I am writing to inquire about the initial governance structure that was proposed in the introduction of the Kermadec Ocean Sanctuary Bill. In Hansard ((15 March 2016) 712 NZPD 9662) Hon Ruth Dyson mentions that initially co-management was envisioned as the governing body for the proposed Kermadec Ocean Sanctuary. However, I cannot find any other mention of this proposal for the legislation in the available material online.
I am writing this request for information as a fourth year LLB(Hons) student at Victoria University of Wellington. Currently I am completing my thesis, due September 1st 2017, which focuses on the proposal for the Kermadec Ocean Sanctuary. I intend to compare various governance structures and their success in enforcing conservation measures. Access to the initial proposal for the Bill would greatly support my comparison between co-management and the current Conservation Board proposed.
