how are you able to justify keeping your collected data behind a login wall that requires a separate licence agreement which does not adhere to the open data policy (https://cliflo.niwa.co.nz/doc/terms.html)

provisions of the Adoption of the International Open Data Charter cabinet
paper

as they apply to Crown Research Institutes (see clause 37 of that cabinet
