Damien O'Connor's office appears to have inaccurately recorded the date on which this request was received as the 14th of March, rather than the 13th. Their response was due yesterday, so sending a notice of extension today is later then allowable under the OIA.
It's also almost certainly not "as soon as reasonably practicable", unless they only realised at the last minute that they would need four more weeks.
You'd be entitled to complain to the Ombudsman about this clear breach of the OIA.
