Joint protocol sharing personal information between Oranga Tamariki and NZ police

I would like to the manual or guidelines of the Joint protocol sharing personal information between Oranga Tamariki and NZ police.
Specifically when the information are required for the S133 & S132 reports under the COCA 2004 which often are requested by NZ family court.
- Who is allowed to read these information ?
- The restrictions of publications of these information ?
- How the personal information are maintained according to the privacy act 1993 ?
