Dear Cody,
Thank you for your email. You requested the following information, under
the Local Government Official Information and Meetings Act 1987 (LGOIMA):
“Please provide the Christchurch City suburb boundaries in a GIS format.”
Response
The Council has decided to refuse your request under section 17(e) of the
LGOIMA – the information requested does not exist or cannot be found. This
is because there are no official Christchurch City suburb boundaries.

This page references Area Units, which are produced by Statistics New
Zealand for statistical purposes and are aggregations of meshblocks (in
between meshblocks and territorial authorities in size). They are
non–administrative geographic areas created by Statistics New Zealand and
roughly relate to suburb areas. In Christchurch City there are 129 Area
Units.
The Area Unit boundaries can be downloaded from the Statistics NZ website.
You have the right to ask the Ombudsman to investigate and review our
decision. Complaints can be sent by email to [email address],
by fax to (04) 471 2254, or by post to The Ombudsman, PO Box 10152,
Wellington 6143.

Can you please clarify how addresses have suburbs defined on the "Rates and valuation search" part of the website if "there are no official Christchurch City suburb boundaries"?

Dear Cody,
The areas that are returned in the Rates and valuation search are not what we call or would consider as 'suburbs'. These areas are administrative boundaries and do not align to other agencies' definitions of 'suburbs', for example, NZ Post.
The areas returned on the Rates and Valuation search have not changed since the 1990s and we would not be looking to alter these areas, as they are used for internal purposes only, and occasionally for external purposes, where we have to differentiate between roads of the same name at different locations within the territorial local authority. An example of this is Main Road, which is in Papanui, St Andrews Hill, and Lyttelton.
