New Zealand Police
Dear Mr Levet,
Request for information
Thank you for your emailed request below dated 16/04/2018.
I am replying to your information request on behalf of Auckland City
Police District pertaining to " Weapons Expo Protest, 16-17th November
2016, ANZ Viaduct Events Center, Auckland" .
You requested:
1.itemised costs to the police
2.number of police in attendance, their rank, and where they are normally
posted
Your request has been considered in accordance with the Official
Information Act 1982.
We are unable to provide the information of “itemised costs to police” .
The cost for extracting this information would be extensive due to the
number of staff involved, identifying who that are, determine what salary
they were on at the time , determine the time they were deployed for the
operation, determine the vehicles involved and mileage used, etc.
Therefore your request for “itemised cost to the Police” has been declined
for the following reasons:
· S18(f) - that the information requested cannot be made available
without substantial collation or research
You also requested “-number of police in attendance, their rank and
where they are normally posted”.
Unfortunately, we are unable to reveal staff numbers for security
reasons. Therefore your request for the above has been declined in
accordance with the following section of Official Information Act 1982:
· S6(c) - To prejudice the maintenance of the law, including the
prevention, investigation, and detection of offences and the right to a
fair trial
However, we would like to advise you that the staff deployed consisted of
Constables, Sergeants, Senior Sergeants and Inspectors, and that they were
all from within Tamaki Makaurau.
If you have any questions, you may contact
[1][email address].
You have the right to ask the Ombudsman to review my decision if you are
not satisfied with Police’s response to your request.
Yours sincerely
Elsa

Police have previously released the exact names of officers in command positions and the number of police staff in attendance at protests.
Police reliance on Section 6 to refuse this part of the request on security grounds looks inconsistent with what Section 6 information covers.
If you haven't already, I suggest lodging a request for an Ombudsman to investigate Police's reliance on Section 6 in this instance. Especially in light of this level of information previously being released.
How withholding numbers and ranks of officers in attendance is necessary to protect the interest of Section 6 information baffles me.
