Thank you for your OIA request, which was transferred to the Department of
Internal Affairs by the Minister Responsible for Ministerial Services, Hon
Chris Hipkins, and received by the Department on 4 May 2018.

 

You have requested:

 

1.       Who made the decision to outsource recruitment of the Chief Press
Secretary to the Prime Minister to JacksonStone & Partners?

2.       What advice was received, if any, of a potential conflict of
interest?

3.       Did the Chief of Staff to the Prime Minister highlight a
potential conflict of interest?  if so, to whom?

4.       What advice was given by Ministerial Services regarding
recruitment processes for the Chief Press Secretary to the Prime Minister?

5.       How much has been paid to JacksonStone & Partners for recruitment
advice and processes?

6.       Who authorised any payments to JacksonStone & Partners for
recruitment advice and processes?

7.       Have any payments been made and how were they calculated?  if
they haven't been made, how will they be calculated?

8.       How many recruitment agencies were approached or offered a role
in sourcing candidates for the role of Chief Press Secretary to the Prime
Minister?

9.       Please provide any and all correspondence, this includes emails,
memos, aide memoires, reports, job descriptions, market rate advice,
between the Chief of Starr to the Prime Minister and any other person or
organisation in relation to the recruitment of the role of Chief Press
Secretary to the Prime Minister.

10.   Have JacksonStone & Partners been retained by Ministerial Services
for any other recruitment since 1 October 2017, and if so for what roles?

 

The Department will provide its response as soon as practicable and within
twenty working days.  The 20^th working day is 01 June 2018.

Please refer to the acknowledgement email that was sent to you upon the transfer of your request, in which the timeframe for response is set out.

Your request was transferred from the Office of the Prime Minister to the Department of Internal Affairs (the agency that holds the information). The Official Information Act mandates that agencies and entities transfer in this manner when they do not hold the information requested but believe they know which agency/entity does hold it. According to the provisions of the Act, the timeframe for response is calculated from when an agency receives a request for the first time, including upon transfer of that request.

The transfer was received by the Department on 4 May 2018. The Department will be responding to your request as soon as practicable and prior to the 20th working day, which is 1 June 2018. There is a working-day calculator on the landing page of the website of the Office of the Ombudsman, which enables you to proof the timeframe cited by agencies, if you have concerns that they may have made an error in their calculation of the 20th working day.
