Use of funding for other purposes
K.I. Davis made this Official Information request to Ministry for Culture and Heritage
The request was partially successful.
From: K.I. Davis
Dear Ministry for Culture and Heritage,
This OIA request is in response to you simply ignoring parts of my earlier OIA request (https://fyi.org.nz/request/7628-followup...) – which was unhelpful.
1. Please supply all official information that the Ministry holds relating to the matters detailed in the letter from the Chief Executive of the Ministry for Culture and Heritage Lewis Holden to the Chair of the New Zealand Film Archive Jane Kominik, dated 22 January 2013. The matters include the use or possible use of the digitization project funding for other purposes. I would note that Mr Holden’s letter refers to previous communications between the archive and the Ministry (that have so far not been released). I would also like to see official information subsequent to the letter.
2. Additionally, please supply an itemized list of expenditure relating to the $1 million dollars of project funding. (I can only see tagged expenditure of $144,235 in the archive’s 2013/14 Annual Report).
PS: Please don’t think my request is frivolous – it is about seeking transparency when it comes to tax-payer funded projects.
Yours faithfully,
K.I. Davis

Dear Ministry for Culture and Heritage,
It's been 20 working days and you haven't responded to this request. Is there a problem?

Sent request to Ministry for Culture and Heritage again.

MCH got in touch to say they haven't been receiving requests. I found in our mail logs that there was a period where FYI email to MCH was being bounced by their server. (Unfortunately this doesn't appear here on the website.)
I have re-sent the request to them now.

Dear K I Davis
This email acknowledges receipt of your recent request below to the Ministry for Culture and Heritage under the Official Information Act 1982.
Unfortunately your request through FYI was not automatically received through the Ministry’s Official Information inbox, therefore we have only just received your request. We apologise for this delay. We are currently working on rectifying this problem with both the FYI website and the Ministry’s IT team.
We will endeavour to respond to your request as soon as possible.
Yours sincerely

Dear Louise Lennard,
Thank you for your response. I would just like to clarify your response to my two OIA requests (7925 and 7926) as your response seems rather short.
1. Can you please confirm that you hold no further official information (notes, briefings, emails etc) relating to matters detailed by your former Chief Executive in the letter to Jane Kominik dated 22 January 2013. It just seems odd that Mr Holden points to information in his letter that no longer seems to exist in any official capacity, and strange that he received no reply from the archive.
2. Can you please confirm that you don't have a list of expenditure for the audio digitisation project.
3. Can you please confirm that you have released all of the reports from the archive into the audio digitisation project? It just seems odd because there were quite clear expectations in official documents that reports would be generated.
4. Can you confirm that the archive hadn't replied to the Minister's Letter of Expectation (dated 24 April) by the time you got my request (2 July)?
Thanks for clarifying my requests,
Yours sincerely,
K.I. Davis

Hello KI Davis,
You may like to consider narrowing your request and asking for specific information. Something else to think about is to request correspondence to/from from a specific individual. For example if you know Mr Holden or Ms Kominik wrote material you could seek any material to/from them without specifying a topic - which would be harder for the agency to dodge when replying to you . I hope that's useful,
Regards

Dear K.I. Davis
Thank you for your follow up email below. We overlooked one document which
is attached in full. It is Nga Taonga's response to receiving the
Minister's Letter of Expectations.
We apologise for this unintentional oversight.
In response to your requests 1-3 below, we confirm that the Ministry holds
no further information relating to these matters.
Kind regards
