New Zealand Peroleum and Minerals allocates permits for minerals prospecting, exploration and mining via three methods: Acceptable Work Program Offer, Newly Available Acreage, and Competitive Tender.

I would like to know / seek information:
Whether any critical evaluation of the effectiveness of these allocations methods has been carried out subsequent to the implementation of the Crown Minerals Amendment Act 2013.
Any documents or reports relating to the evaluation of allocation methods.
Any internal correspondence regarding the necessity, requirement, or cancellation of such an evaluation. Any briefings to the Minister relating to the evaluation of allocation methods.

Thank you for your request made under the Official Information Act,
received 5 November 2018:

New Zealand Petroleum and Minerals allocates permits for minerals
prospecting, exploration and mining via three methods: Acceptable Work
Program Offer, Newly Available Acreage, and Competitive Tender.

I would like to know / seek information:
Whether any critical evaluation of the effectiveness of these allocations
methods has been carried out subsequent to the implementation of the Crown
Minerals Amendment Act 2013.
Any documents or reports relating to the evaluation of allocation methods.
Any internal correspondence regarding the necessity, requirement, or
cancellation of such an evaluation. Any briefings to the Minister relating
to the evaluation of allocation methods.

We are writing to seek clarification on the scope of your request.

 

1)      We have interpreted your request to mean that you are seeking
information specifically relating to minerals allocation, as opposed to
allocation of minerals and petroleum. Could you please confirm if our
interpretation is correct?

 

2)      We have found that there was a review of the allocation methods of
permitting for minerals (not minerals and petroleum) within the time frame
specified, and the documents relating to this review are stored in such a
way that they can be collated to respond to your request. However, to
search for and identify all internal emails that potentially relate to
‘internal correspondence regarding the necessity, requirement, or
cancellation of such an evaluation’ represents a significant logistical
issue given the specificity of the subject. Could you please advise if you
are willing to refine the scope of this part of your request to being for
‘key correspondence’?

 

For clarity, the amended scope if you agree to both 1) and 2) would be as
follows:

Whether any critical evaluation of the effectiveness of [the three methods
Acceptable Work Program Offer, Newly Available Acreage, and Competitive
Tender] for minerals permit allocation has been carried out subsequent to
the implementation of the Crown Minerals Amendment Act 2013.
Any documents or reports relating to the evaluation of allocation methods.
Any key correspondence regarding the necessity, requirement, or
cancellation of such an evaluation. Any briefings to the Minister relating
to the evaluation of allocation methods.

Could you please confirm by return email the scope of your request by 16
November 2018? If we do not hear from you by this date, we are likely to
continue processing your request as per the interpretation set out above.
