There is no provision under the Wellington Consolidated Bylaw that concerns the secular level of the Council.
With regard to the second part of your question, can you elaborate on what you are looking for with this? Council assets are controlled by the Council, but we may be able to provide you with more information depending on you telling us a bit more.
