Review of the Dog Control Bylaw

Response to this request is long overdue. By law Dunedin City Council should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

Dear Dunedin City Council,
My preference is to receive the requested information by email.
The report of the Chairperson of the Dog Control Working Party states:
“… when the Bylaw is next reviewed in 3-5 years. “
There is no record this was raised or discussed by the Working Party.
Accordingly I have been requested by members of the Dunedin Dog Bylaw Group to ask when this was discussed and decided, and by whom.
I have also been requested to ask for all documents, audio records and all other materials or information that is relevant to the proposal that led to this decision, the discussion that occurred when making this decision, and the decision itself.

DCC provided the following response as part of an 8-page document emailed 8 March 2019.
(Note the Agency prints large documents as images which prevents searching or copy/pasting, and do not include an index or bookmarks. This seems to defeat the purpose of fyi and the usefulness of paperless documents. )
This was a staff recommendation, to do the review earlier than 2026. The Dog Working Party Group was advised as a matter of courtesy and sharing of information.
Staff have identified possible amendments and improvements during their normal course of work. There are no documents, audio records etc., available that lead to this recommendation. There has been no formal decision that a review will take place.
The response did not provide the information requested.
