Thank you for your OIA request of 24 June 2013. Your request asked for
“copies of correspondence between the Minister of Education, Associate
Ministers of Education, and the Ministry of Education, that discusses the
development and introduction of charter (partnership) schools, other
alternative private schooling models, including Private Public Partnership
schools, over the period 1/12/2009 to 1/12/2011.”
Part of your request refers to “Private Public Partnership schools”. The
use of a Public Private Partnership (PPP) is not an alternative private
school model. The PPP utilised by the Ministry of Education for two
schools in Hobsonville Point, Auckland, is a long term contract for a
private sector organisation to design, build, finance and maintain the
school property. Provision of educational services remains the
responsibility of the board of trustees and the schools themselves are
full state schools.
More information on the Ministry’s use of PPP can be found at the

relating to the agreements.

As your request appears to relate to private school models, which the
Hobsonville Point schools are not, I wanted to clarify if you wanted the
information in relation to the Hobsonville Point PPP. If the Hobsonville
Point PPP is what you were referring to then we will need to extend the
date on which you receive a reply to your OIA as there is a great deal of
information to prepare for release. If the PPP is not what you were
referring to could you please re-confirm the scope of your request, for
example:
* “copies of correspondence between the Minister of Education, Associate
Ministers of Education, and the Ministry of Education, that discusses
the development and introduction of charter (partnership) schools and
other alternative private schooling models, over the period 1/12/2009
to 1/12/2011.”
