Housing shortage in Christchurch

Dear Canterbury Earthquake Recovery Authority,

Thankyou for you recent "response" to my OIA request seeking advice on the housing crisis in Christchurch. In that "response", you refused my request by playing definition games, but invited me to "redefine" my request. I'd like to make it clear that I think this was an unlawful refusal. It was very clear from my request what material I was seeking, and that it covered e.g. advice to the Minister on stresses in the Christchurch housing market, whether or not the word "crisis" was used; insofar as you think it did not, your agency violated its s13 duty to assist by not asking me to refine my request. But since its probably easier to submit a new request than go to the Ombudsman, I'll do that instead.

I would therefore like to request under the Official Information Act 1982:

* all advice and correspondence (including briefings to the
Minister, Cabinet papers, internal reports, aides memoire etc) relating to pressure in the Christchurch housing market and CERA's response to it. To make it perfectly clear, I'm interested in reports on existing or projected housing shortages, homelessness, rent rises, squatting, and the general mismatch between the number of people seeking accomodation and the amount provided. If you feel that this needs to be clarified, then queries about this request will be automatically forwarded to me by the fyi.org.nz website.

I would prefer to receive an electronic response.

With regards to s12 of the OIA, I am an NZ citizen and in NZ.
