Scrapping of "State of the Environment" report

Dear Ministry for the Environment,
On 29 October, Radio New Zealand reported that the government had scrapped its "State of the Environment" report ("State of the Environment report stopped", RNZ, 29/10/12). I would like to request the following information under the OIA:
* all advice and communications (including emails) on the decision to scrap the "State of the Environment" report. I'm particularly interested in learning when the dcrapping was first proposed and the immediate reasons for it, whether it originated from the Ministry or Minister, and whether it was in reaction to recent media stories which highlighted unflattering aspects of the data.
I would prefer to receive an electronic response. Queries about this request will be automatically forwarded to me by the fyi.org.nz website.
With regards to s12 of the OIA, I am an NZ citizen and in NZ.

Disappointing response. There are clearly decisions around not producing 2012's State of the Environment report, they are even mentioned in the response. And yet they do not provide any of the documents surrounding those decisions because they don't fit the arbitrary and narrow definition they have placed on the request.
