Dear Ministerials,
Thank you for the final attachment - yes they can all be read.
It has been a bit of a journey but thank you for completing it with me.
The purpose of this OIA is to bring to the MfE's awareness:
(a) the recent Connolly study - which directly challenges a core assumption of all the simulation models relied on by the IPCC.
(b) that the deliberations and Select Committee consultation for the Zero Carbon Bill did not consider this study - although the MfE and Min of Climate Change were aware of this OIA before the final stage.
(c) that other government departments were also unaware of this study.
It is easy to replicate and I have suggested to NIWA in their OIA that they replicate it and come to a conclusion as to its relevance to NZ's reliance on IPCC predictions. They would then need to advise their clients (the MfE presumably being one) about the reliability of their previous paid consulting work.
Given the substantive and deep economic impacts on the NZ economy of the Zero Carbon Act could I please request that this be one of the key elements of brand new scientific information that is brought to the attention of the new Chair of the Climate Commission - Dr Rod Carr? As an ex-Reserve Bank Governor he will be aware of the need for suitable scientific review of the claims in the Connolly work before making decisions or recommendations that have substantive effects on the NZ economy.
In future OIAs I hope to see a documentation trail that demonstrates the MfE's due diligence in relation to this new scientific information.
