Dear Bay of Plenty Regional Council,
I request copies of all text, email and other written communications since the 1st of January 2018 between Doug Leeder and:
National Party MPs (particularly but not limited to Todd Muller MP), DairyNZ, Fonterra, the Minister and Ministry for Environment, the Minister of Agriculture, the Ministry for Primary Industries, Federated Farmers and NIWA (particularly but not limited to Scott Larned) related to the Government's Essential Freshwater program, which includes the proposed National Policy Statement for Freshwater Management recently put for consultation as part of the 'Action Plan for Healthy Waterways' consultation document.

In regards to your Official Information request of 20 December 2019 for:
Copies of all text, email and other written communications since the 1st
of January 2018 between Doug Leeder and National Party MPs (particularly

Copies of all text – Chairman Leeder has confirmed, as far as he is
aware, he has not received texts or sent texts to any of the persons or
organisations named in your request.
If you require further affirmation, the work involved in collating any
such texts (if any texts do exist) will require a substantial amount of
staff time and cost. We would need to contact our mobile phone provider to
request them to undertake a search for any such texts. That may also prove
challenging and time consuming in the absence of known mobile numbers of
potential recipients set out in your request. If you wish to pursue this
further, the associated costs will be your responsibility. If you would
like us to provide an estimate of the costs involved, please let us know.
Copies of all email and written communications – We have searched our
archives for emails and any written communications from the date and
persons/organisations named in your request and these are attached. Some
information is refused under section 17(d) of the Local Government
Official Information and Meetings Act 1987, on the basis that information
is or will soon be publicly available once Ministers have made final
decisions on the policy.
