Helen,
The council has miscalculated the due date. For the purposes of the LGOIMA, the "date received" is the date the email entered their system, not the date it was read. The Ombudsman has guidance on this specific point:

We have email server logs showing the email was received by them on 19 September. The due date is 14th October. You may want to reply to the council to advise them of this.
