     Dear New Zealand Police,
    
     Concerning the Southern District:
    
     (a) How many times in 2012 (and to date in 2013) was a person
     arrested, detained, or apprehended -- then placed by police in a
     police van (ie paddy wagon) -- only to escape somehow before being
     processed?
    
     (b) Of that number, how many people were dealt with by police as a
     result of the escape from custody?
    
     For clarity&#39;s sake, I would like to make the distinction
     between police van and police car. However I understand that may
     not be practical. If the information is only kept in terms of
     police vehicles on the whole that would satisfy this request.

Dear Mr Bosma

 

Thank you for your request received on 13 October 2013 under the Official
Information Act 1982 (OIA) relating to information on the number of times
people escape from Police vans and how many were dealt with by Police for
such escape.

 

Police official crime statistics collect information according to the
legal definition of particular offences. Crime statistics published by
Police on "Escapes from Police Custody Offences" do not identify whether
an offender escaped from a Police van vehicle or a physical location. 
Therefore your request is refused under section 18(g) of the OIA, as the
information sought is not held. 

 

I regret that on this occasion it has not been possible to provide the
information you have requested.  As you may already be aware, you have the
right under section 28(3) of the OIA to seek a review of my handling of
your request by the Office of the Ombudsmen.
