Breakdown of WCC parking revenue and what it is used to fund
M.R. Poulsen made this Official Information request to Wellington City Council
The request was successful.
From: M.R. Poulsen
Dear Wellington City Council,
I noticed a comment on Facebook earlier today (08/05/2020) from the WCC page stating:
"[...] Parking funds important community groups like the Sexual Abuse Prevention Network. We have not charged for parking for 7 weeks, but now that more people are returning to work, we need to enforce parking to keep spaces turning over so everyone has a chance to find a park, and to support organisations like SAPN."
I would like to request the total amount of parking revenue collected by the WCC council over the past three years along with a breakdown of where it goes and what it funds.
Specifically, I would like to know what percentage of parking revenue from Wellington City goes to fund the Sexual Abuse Prevention Network.
Yours faithfully,
M.R. Poulsen

Dear M R Poulsen,
Thank you for your information request on 8 May 2020, in which you have
asked for a breakdown in the funding generated from parking revenue, and
where those funds are used. You have asked for this in relation to a post
seen on the Council's Facebook page in which it was advised that -
” [...] Parking funds important community groups like the Sexual Abuse
Prevention Network. We have not charged for parking for 7 weeks, but now
that more people are returning to work, we need to enforce parking to keep
spaces turning over so everyone has a chance to find a park, and to
support organisations like SAPN."
This Facebook post was made with reference to an article on stuff.co.nz,
in which it was stated that –
“Wellington's embattled mayor has suffered a rare and public defeat at the
hands of his own council after trying to deliver free city parking till
winter.
The winners will be community groups such as Sexual Abuse Prevention
Network (SAPN), who now look set to keep council funding that would have
been cut to pay for the parking.”
(full article -
[1]https://www.stuff.co.nz/dominion-post/ne...)
The Facebook post at the time did not adequately reflect what parking
revenue funds are used for. We are sorry for any misunderstanding that
caused as it gave the impression that the revenue from parking fees was
directly used for funding community and charity groups in Wellington. This
is not the case, as after the costs of the Council’s Parking Services are
covered, the budgeted net surplus from this activity goes towards
offsetting the General Rates requirement, including transport activities
and infrastructure costs, for example the cost of providing the city
parking amenities, road seal, signs and markings, thereby reducing the
rate funding requirement for transport projects.
However, if the Council had not resumed paid parking in Wellington, there
was the possibility of a shortfall in the funding for transport costs.
This shortfall would need to be covered by savings elsewhere, or in the
absence of such savings, debt funding. One outcome of this is that there
could be less funding to be made available for other organisations and
entities that the Council supports, such as the Sexual Abuse Prevention
Network that was quoted as an example on Council’s Facebook page. The
restoration of paid parking means that the Council requires less
savings/debt funding funds for transport costs that are covered by monies
raised through paid parking.
With regard to the breakdown of Council parking revenue, this is covered
in the Council’s Annual Report, but here are the figures for 2016-2019 –
