Dear Wellington City Council,
I am interested in which sorts of employees were included in Zealandia/Karori Sanctuary Trust’s wage subsidy scheme application.
I am requesting the following information under the OIA/LGOIMA:
A list of all staff who received the wage subsidy including:
Position (e.g. manager, senior leadership team member)
Area of business (e.g. education, cafe, visitor centre)
Salary (e.g. $50,000 per annum)
Duration of employment prior to 16 March 2020 (e.g. 6 months; please include detail if employee has held different contracts at different times)
Average hours of employment prior to 16 March 2020 (e.g. 30 hour per week)
Employment contract type(s) (e.g. fixed term, part time. If fixed term, ending date of contract that was active 16 March)
Wage subsidy amount applied for (full time or part time)
Date wage subsidy applied for this staff member
A list of all staff (who were employed as of 16 March 2020) who did not receive the wage subsidy including:
Position (e.g. manager, senior leadership team member)
Area of business (e.g. education, cafe, visitor centre)
Salary (e.g. $20 per hour)
Duration of employment prior to 16 March 2020 (e.g. 6 months, 3 days; please include detail if employee has held different contracts at different times)
Average hours of employment prior to 16 March 2020 (e.g. 30 hour per week)
Employment contract type(s) (e.g. fixed term, part time, casual. If fixed term, ending date of contract(s) that was active as of 16 March)
I am also interested in similar information regarding Wellington Zoo employees.
I request: the number of employees who did not recieve the wage subsidy and (if any) what sorts of employment contracts these staff were on (e.g. casual, fixed term), salary, average hours of employment prior to 16 March 2020, length of employment prior to 16 March 2020.

Thank you very much for your reply and for providing this information. I appreciate your time in replying to this.
Wellington Zoo has provided the requested information, thank you.
Thank you for providing some of the information requested regarding Zealandia. The information, however, falls short of what had been requested.
The date wage subsidy was applied for each employee is missing entirely from the response. This is something I was particularly interested in.
In addition, employees "paid for the fortnight ending the 21 March" is not the same as "employed as of 16 March". For example, it is not clear how many employees who usually worked may have been on holiday during that fortnight.
I would expect that if the information could not be provided in the format requested, that someone would reach out to clarify this request in advance of responding.
Wellington Zoo has been able to release all of the information requested.
Given the information was very similar, it is unclear why Zealandia feels that the same information cannot be released due to 7(2)(a).
Please provide all of the information requested regarding Zealandia, as the Zoo has done. If deemed necessary, the "area of business" and "position" could be removed, given this was not requested from the Zoo and arguably holds more possibility of being identifiable that the other information.
It is not clear how any of the other information requested could be linked to individual, identifiable persons. Therefore, section 7(2)(a) does not apply.
Please contact me as soon as possible with the expected release date (which I would like to be as soon as possible), or to advise that this information still will not be released. In which case, I will refer this decision to the Ombudsman.
