'Objectionable' Material

Dear Department of Internal Affairs,
According to your website, "every time a person downloads objectionable material onto their screen, there is the potential for a possession offence having been committed." I was wondering if you could clarify for me what the criteria is for viewing objectionable material to be considered a crime, seeing as (as far as I'm aware) other objectionable material outside of child exploitation and pornography is not filtered or blocked in New Zealand, which could make accessing it easier.
