Fort Street, City Centre Paver replacement policy

Dear Auckland Transport,
Fort Street was turned into a high quality shared space with a high quality footpath Environment using stone pavers, rather than asphalt. This was paid for via the city Centre Target Rate (CCTR) that residents and businesses in the city centre pay. The Project cost in the 10's of $millions
Over recent years many of the pavers (particularly across vehicle crossings), have become unsafe, deformed, wobbly, muddy and hazardous to pedestrians.
In some places the original pavers paid for via the CCTR have been replaced with asphalt - providing a quick and cheap solution no doubt but undermining the Fort street CCTR project and undermining the amenity and design. These asphalt inserts are also deforming so the H&S issues remain, though are certainly less severe.
My questions are:
What the policy is on replacing the original pavers with asphalt?
Is the asphalt solution permanent or a temporary measure until a more wide-scale fix occurs?
Who made this policy decision?
Given that this is a Council targeted rate project, was any group in Council such as the Development Program Office (who administer the CCTR programme) involved , advised or consulted on this policy?
