Dear Information Management Team,
Thanks for your response.
With respect, if HCC was 'committed to enabling far greater participation and transparency in this democratic process' as the above letter claims the sensible thing to do would be to release the public submissions as has been previous practice (and as has happened at every other city council in our region).
I am confused as to why collating this information is being perceived to be onerous given that it would have already been collated in some form to a) enable the linked analysis to be done and b) to be provided to elected members for their deliberations.
I also note that the linked analysis is very high level and, for housing and the environment, absent. As a 27 year old resident of our city these are two of the most relevant issues for my vision of the future.
With that being said I note that the Ombudsman's guide for using the LGOIMA (page 25- https://www.ombudsman.parliament.nz/site...) states that;
"the LGOIMA specifically requires agencies to consider consulting them before refusing a request on the basis that the information does not exist or cannot be found, despite reasonable efforts to locate it, or the information cannot be made available without substantial collation or research."
I am unsure whether HCC considered consulting with me before making this decision but I wonder whether an amendment to my request would successfully make the task of collation less onerous. I would be happy to narrow my request to include only the following;
'Haveyoursay online full form, Haveyoursay single priority form, Full paper feedback form, Single priority flyers, Emails and Physical letter' materials.
This would align my request with what has historically been published. It would also reduce the number of individual pieces of feedback by more than 40 percent (from 910 to 527) and, importantly, the number of physical pieces of feedback to be provided by about 90 percent (from 297 to 31- I imagine that this latter category would involve considerably more admin so have assumed it is advantageous to reduce that burden).
Can you please advise whether HCC is willing to release the information contained in this amended request?
