Official Information Act 1982 (the Act), the following information:
I request under the Official Information Act all advice, emails and
correspondence between the Ministry of Housing and Urban Development (HUD)
and Ministers - and between HUD and the Wellington City Council - from 1
January 2021, in relation to Wellington City Council's (WCC's) social
housing portfolio and the associated Deed of Grant signed between the
Crown and WCC.

We would like to seek refinement on your request because, as it stands, it
may require substantial collation to respond to and could result in part
of your request being refused under section 18(f) of the OIA.
Part of your request was for all emails and correspondence between Te
Tûâpapa Kura Kâinga – Ministry of Housing and Urban Development (HUD) and
Wellington City Council since 1 January 2021. We completed an IT search
for emails to and from Wellington City Council and identified at least 742
emails potentially in scope of your request.
We invite you to refine your request to, for example, a smaller period of
time such as correspondence after 2 June 2021, which was the date
Wellington City Council decided to write to the Ministers of Housing and
Finance to enter into negotiations on the Deed of Grant. It’s worth noting
that that information in correspondence between HUD and the council may be
withheld under s9(2)(ba)(i).
You may also wish to consider withdrawing the part of your request for
correspondence with the council until after you’ve had a chance to review
the advice we have provided to Ministers that will be released to you.
Depending on your response, HUD may consider:
o refusing this part of your request under section 18(f) of the OIA as
the information cannot be made available without substantial collation
or research
o extending your request under section 15(1)(a) of the OIA
o asking you to further refine your request.
