Is the Pharmacy Council a "New Zealand public authority"?

Dear Ministry of Health,

According to the About page[1] on the Pharmacy Council website the Council was "established under the Health Practitioners competence Assurance Act 2003 (HPCAA) and has a duty to protect the public and promote good pharmacist practice."

Does this make the Council a "New Zealand public authority" for the purposes of making an OIA request? [2]
