A1. Where the article states: "More formalised rules covering fire designs on most commercial buildings were scrapped for hospitals in 2017 because they weren't working", under s 29(2) of the Building Act 2004, the chief executive must publicly notify proposed changes to Acceptable Solutions or a Verification Method, which includes public notification of the proposed change in the New Zealand Gazette. Provide the 2017 New Zealand Gazette notification number for the (at the time) proposed changes (pursuant to section 29 of the Building Act 2004) that later resulted in the rules being 'scrapped' for hospitals that RNZ (or any of its agents) relied upon for this statement in the article.

B1. Where the article states: "District Health Boards have also asked the
Ministry of Health for help. The ministry has not yet responded to RNZ's
questions.", provide these questions RNZ has put to the Ministry of Health
and any response.

Hospital building projects are being delayed for months eg CMDHB cathlab
and renal dialysis project 6-7 months; Starship fire compliance held up;
SCBU Waitemata held up

 

All incurring extra costs too

 

A key reason is disagreement and uncertainty for many months between Fenz,
Auckland Council and fire engineers over what is required  to get consents

 

This has not been sorted out

 

The focus is on Auckland.

 

However, CMDHB told me ” This matter has also been referred to the
Ministry of Health for consideration at a national level.”

 

If MOH wants input, pls go ahead. If so, we request an interview. If no to
input, pls also advise me of that today.

This  matter I approached MOH about yday has moved on in the sense FENZ
has told RNZ that it:

 

“We have offered to work with the Ministry of Health and other industry
partners to develop specific fire safety design guidance for hospitals,
which is currently missing from the suite of prescriptive design documents
supporting the Building Code.”

 

As MOH is directly involved, pls advise if you are taking up FENZ’s offer
or not. RNZ will report on a nonresponse.

engineer Etienne Hermouet cited three recent smouldering fires in care
homes - two in 2019, one last year - too small to set off sprinklers but
that exposed residents and staff to smoke inhalation nonetheless.",
provide the FENZ ICAD reports received by RNZ (or any of its agents) for
these fire events, as of 27 February 2022.

 

FENZ did not supply any ICAD reports to NZ.
