David, they are claiming that under 9(2)(a) they can withhold to "protect the tikanga of RNZ". You will no doubt realise that they are acting in contravention of the OIA in doing so, as that section is solely to protect the privacy of natural persons. RNZ as an institution can therefore not avail itself of this ground for withholding. And "tikanga" is nowhere mentioned in the OIA as a withholding ground.
