Please detail what methodology was used to calculate this including any assumptions made. Please also supply details of any increase in CO2 emissions from the extra buses in service as a result of the CATR. Please include the time period that any numbers supplied relate to.

Auckland Council
Dear R Jones
Thank you for your request for information regarding the Climate Action
Targeted Rate (CATR).
We are unable to grant your request in its current form because the
information requested will require substantial collation and research.
There is a significant volume of information relating to a work programme
that involved a team of staff over 4-5 months, responding to the request
in it’s current form would have an adverse impact on our staff’s ability
to carry out other functions.
You are welcome to refine your request by:
o Narrowing and specifying the time-frame of the request; and/or
o Restricting the scope of the request by focussing on particular search
terms or people;
o Providing a more focussed topic
If you would like to make a refinement please let me know ASAP and we will
reconsider your request. Otherwise it is likely your request will be
refused under Section 17(f) of the Local Government Official Information
and Meetings Act 1987, the request has been refused under substantial
collation.
I look forward to hearing from you. Please contact me here if you have any
further questions.

Dear Elaine Tunai-Po,
Can you answer any of my questions with summary information at this stage without engaging in “substantial collation and research”? For example, information produced to satisfy Section 77 (1) (a) & (b) of the Local Government Act 2002.
Yours sincerely,
R Jones
