request the following under the Official Information Act 1982 (OIA):

- Is the government receiving advice/recommendations from Bill Gates or
any corporation he is linked to?

- With the global pandemic treaty being proposed by the WHO - do the
citizens of NZ have any say in regards to this?

- If our connections with the likes of the WEF and WHO are of such great
benefit to NZ why is the government not more transparent and openly
discussing and inviting discourse from the public?

- What benefits are there for the citizens of NZ for being strong
supporters of the International Criminal Court? How enforceable are their
decisions?

- Do the citizens of New Zealand have any say in the government's
association with non-elected globalist entities? And;

- If the government is providing funds to any of these non-elected
entities please provide the amounts that have been paid under this current
government.

- Do the citizens have a say in any funding that is provided to these
entities from our tax dollars?

Is the government receiving advice/recommendations from Bill Gates or any
corporation he is linked to?

The Ministry of Foreign Affairs and Trade (MFAT) and the Ministry of
Health (MoH) does not receive advice or recommendations from Bill Gates or
any corporation he is linked to.

With the global pandemic treaty being proposed by the WHO - do the
citizens of NZ have any say in regards to this? AND If our connections
with the likes of the WEF and WHO are of such great benefit to NZ why is
the government not more transparent and openly discussing and inviting
discourse from the public?

In December 2021, a Special Session of the World Health Assembly (WHA)
established an Intergovernmental Negotiating Body (INB) to draft and
negotiate a World Health Organization (WHO) convention, agreement, or
other international instrument on pandemic prevention, preparedness, and
response (PPPR).

MFAT will soon engage in a period of domestic public consultation to
inform Aotearoa New Zealand’s negotiating position in the INB process.
This consultation opportunity will be available on the MFAT website
([1]Home | New Zealand Ministry of Foreign Affairs and Trade
(mfat.govt.nz), once it is launched, and will be promoted on social media
channels. Further public consultation is envisaged as the negotiation
process evolves.

Additionally, should the INB recommend a legally binding instrument such
as a treaty, this would require a process of Cabinet and Parliamentary
scrutiny, including a Select Committee process which provides an
opportunity for the public to make submissions on the treaty. 

The WHO also began its own stakeholder consultation process for the INB
through a webcast on 12-13 April 2022, seeking public input on the
substantive elements of a new potential international instrument on
pandemic preparedness and response. A second round of hearings is planned
for 16-17 June 2022. This series of public hearings is in line with
standard WHO practice, and will take place through a video conference
format (allowing verbal submissions) and a written component (through a
dedicated web portal). More information can be found on the WHO website

The World Economic Forum (WEF) convenes meetings that are a platform for
Aotearoa New Zealand Ministers to raise awareness of the New Zealand
Government’s approach to important policy issues and engage in dialogues
with key leaders from around the world.

What benefits are there for the citizens of NZ for being strong supporters
of the International Criminal Court? How enforceable are their decisions?

As a small country, Aotearoa New Zealand’s interests lie in supporting
international solutions to global problems, including individual criminal
accountability for international war crimes which in addition to being
directed at the victims of these crimes, threaten the peace, security and
well-being of the international community, of which Aotearoa New Zealand
is a part. For more information on why New Zealanders benefit from

Decisions of the International Criminal Court (ICC) are binding on all
state parties to the Rome Statute; however, enforceability depends in part
on the cooperation and support of States Parties, the United Nations and
Member States to enable the ICC to fulfil its mandate.

Do the citizens of New Zealand have any say in the government's
association with non-elected globalist entities?

The WHO is a member state led organisation, and Aotearoa New Zealand is
one of these member states. Engagement at the WHO is led by officials at
the MoH and MFAT, in consultation with other governmental agencies, such
as the Ministry for Primary Industries and Te Puni Kokiri. As appropriate,
these Ministries may undertake public consultation to inform their
engagement at the WHO, such as the current process to develop a pandemic
treaty/legal instrument.

The WEF convenes meetings that are a platform for Aotearoa New Zealand
Ministers to raise awareness of the New Zealand Government’s approach to
important policy issues and engage in dialogues with key leaders from

Aotearoa New Zealand has provided NZ$8,250,615 in funding to the WHO since
6 November 2020 from the International Development Cooperation budget
appropriation. Additionally, Aotearoa New Zealand’s assessed contributions
to the WHO are approximately
NZ$2.07 million per year.

The WEF is funded by private sector participants, and so does not solicit
or receive funding from the New Zealand Government. No funding is provided
to the Bill and Melinda Gates Foundation.

Do the citizens have a say in any funding that is provided to these
entities from our tax dollars?

The WHO is guided in their spending by a ‘Programme Budget’. The Programme
Budget is a critical tool for member states, to set and approve the
priorities of the Organization, define the targets to be delivered, and to
monitor their achievement. It sets out the resource levels required to
deliver this work, and provides the tool for the member states to control
these, so as to balance the Organization’s work across the different areas
for which it is accountable.

The biennial Programme Budgets themselves are derived from the General
Programme of Work approved by the member states, which sets out the
strategic direction of the WHO. At present, the WHO is operating within
the scope of the 13th General Programme of Work (2019-2023). Further

As previously noted, engagement at the WHO is led by officials at the MoH
and MFAT, in consultation with other governmental agencies, such as the
Ministry for Primary Industries and Te Puni Kokiri. As appropriate, these
Ministries may undertake public consultation to inform their engagement at
the WHO, such as the current process to develop a pandemic treaty/legal
instrument.
