1. We are writing to acknowledge your information request, dated 14
July 2022, regarding Water meters.
2. Council received your request on 14 July 2022, as follows:
Are you planning to install water meters in the city?
If so when?
When will water consumers be told?
Will users pay for the installation?
Is there public information on the roll out?
If not when will it be coming out?
3. This is being treated as an Official Information request, and as
such, Council must meet certain criteria in how and when we respond to
you, set out in the Local Government Official Information and Meetings Act
1987.
4. Your request has been provided to the relevant officers for follow
up. You will be advised of Council’s decision as soon as is reasonably
possible, and no later than 20 working days from the date we received your
request, unless we have agreed an extension to that time frame with you
before the due date.

meters – Response
1. Further to your request for information dated 14 July 2022,
regarding Water meters, we are now able to provide you with Napier City
Council’s response.
2. You requested:
a) Are you planning to install water meters in the city?
b) If so when?
c) When will water consumers be told?
d) Will users pay for the installation?
e) Is there public information on the roll out?
f) If not when will it be coming out?
3. Response:
a) There is currently a plan to install water metering on residential
properties in Napier City as part of our future demand management.
Currently there are meters installed on the properties of all industrial
and commercial users as these properties are identified or developed.
There are some meters on our extraordinary connections, as defined in the
Water Bylaw. These properties are usually lifestyle properties and high
water users.
b) 2029/30 is the planned start of the citywide installation programme
in Napier’s Long Term Plan.
c) They will be notified through future Annual Plans and via a
communication process prior to construction.
d) Yes. Users will pay for installation through their rates.
e) Communications are not planned at the present time as the project is
several years out.
f) A communications strategy will be in place closer to the project
timeline.
