This is a request for the economic assessment spreadsheet(s) used to support the Auckland Harbour Bridge Shared Path SSBC Ver 4, 6 Jan 2020. In the context of this request, the economic assessment calculates the benefits and costs of the project in accordance with the superseded NZTA EEM manual or/and the NZTA Monetized Benefits and Cost manual.
In requesting the spreadsheet(s), I am seeking:
-the values used in the calculations
-the equations and formula applied and
-any notes and annotations.
pdf versions of the spreadsheet files will not satisfy this request.
This request includes any spreadsheet(s) or other files directly linked in the economics assessment spreadsheet. The purpose of this part of the request is to gain full visibility of all values and formulae used in the calculations of benefits and costs.
All worksheets and cells are expected to be unlocked and un-hidden.

This information request was for an economics analysis prepared in accordance with an obsolete NZTA standard for a project that has been officially cancelled. There should be no impediment under the Official Information Act to deliver the requested documents in full and without delay.
I repeat, my original request included the statement: "This request includes any spreadsheet(s) or other files directly linked in the economics assessment spreadsheet." The two links in the delivered spreadsheet precisely identified files and their locations on the NZTA network. Only one of the two identified files has been delivered.
The original request has not been modified and no clarification has been sought. No notice of time extension has been received. Delivery of the documents requested has exceeded the 20day limit. The request for the identified undelivered linked file remains extant.

A request was made for the spreadsheet that was the economic assessment of the costs and benefits of the Auckland Harbour Bridge Shared Path. This document is critical because it informed the Business Case that explored the feasibility, options, benefits and costs.
To the credit of NZTA, the spreadsheet was provided in full and without redactions in response to this request. In contrast, much of the important economic information derived from the spreadsheet and included in the business case was redacted at the time. This information was not made public before the project was officially terminated. As a result, the public were unable to accurately make their own assessment of the project because they did not have access to all of the information held by the NZTA.
The foundation of a business case is the economic analysis of costs and benefits. In my experience a well written business case is able to withstand critical review if it is based on sound economics, technical analysis, and logic. The economic analysis is a very important document that should always be published in full to support the associated business case.
