You might be interested to see NZ Police's Urgent Duty Driving policy, which was released under the OIA in February 2021: https://policepolicy.nz/policies/urgent-...
It's possible this policy has changed since it was released. NZ Police might decide this policy is within the scope of your request, and release the latest version to you.
You'll see that, on page 5, the policy notes that police undertaking "urgent duty driving"...
"...are relying on the defences in the Land Transport (Road User) Rule 2004 (RUR) and the Land Transport Act 1998 (LTA) for not complying with certain traffic rules and regulations which would prevent the execution of that duty."
