Dear Ministry of Māori Development,
I'm interested in the background to the Treaty of Waitangi Act 1975 which I understand you administer. I understand that at some point in the 1970s the intention was for private land to also be included in settlement negotiations, but that there was a change away from this position.
Could you please provide background cabinet papers and advice to Ministers, and any other key documents which specifically address the matter of whether land held in private ownership (not held by the Crown) could be considered as part of the Tribunal's processes, and could be considered by the Crown as part of Treaty Negotiations and/or Settlement.
