Decision-making on review of SH2 Speed Limits Upper Hutt

Dear New Zealand Transport Agency,
I note the consultation currently open on Interim State Highway Speed Management Plan for SH2 Hutt Valley. Currently there are proposed speed limit reductions for the Remutaka Hill, Kaitoke to Te Mārua (Upper Hutt) and Brown Owl urban. However, there is no proposed speed limit change for stretch of SH2 in between Kaitoke to Te Mārua and Brown Owl, which currently has a limit of 80kmh. This is a semi-urban area that runs from the start of Te Marua up until the current change to 70kmh at Norana Road.
This area includes the busy school junction of Plateau Road, which should come under the purview of the Safe speeds around schools policy.
Further, there are other dangerous intersections, including Beechwood Lane, at which there was a fatal incident two years ago.
I argue that this area should be categorised as "urban fringe" and should therefore be a 70kmh zone, not 80.
So can I please have all information which led to a decision not to consult on a speed limit reduction on this section of SH2?
