Identity Theft - role of Drivers Licence

Dear New Zealand Transport Agency,
I recently read of an elderly man, who suffered identity theft. http://www.stuff.co.nz/national/crime/10...
The enabling technology for the identity theft was the Driver Check and DLVS products that the NZTA offer, and this appears to be a common thread with identity theft in NZ.
(1) Please provide copies of any contracts, agreements, MOU's etc that the NZTA has with other agencies or individuals for provision of this information.
(2) Please provide copies of any policies, procedures, quality plans or other systems the the NZTA has to track the amount of identity theft that occurs.
(3) Please provide copies of any policies, procedures, quality plans or other systems the the NZTA has to reduce or eliminate the amount of identity theft that occurs.
(4) Please provide full data on the cases investigated as above, for the last 5 years.
