I refer to your request of 20 January 2023 for the following information:

 

A copy of the Police Integrated Tactical Training Manual

A copy of the technical operations group manual

And a copy of the authorised officers manual.

 

Police requires an extension of time in which to respond to your request,
pursuant to section 15A(1) of the Official Information Act 1982 (OIA).
Specifically, section 15A(1)(b), consultations necessary to make a
decision on the request are such that a proper response to the request
cannot reasonably be made within the original time limit.

 

Police requires until 1 March 2023 to provide a substantive response to
your request. We are endeavouring to provide this to you as soon as
possible.
You have the right, under section 28(3) of the OIA, to make a complaint to
an Ombudsman about this extension.

Please note: Police has not identified any document titled “technical
operations group manual.” Are you able to please let us know what
information you are seeking so that we can identify the any relevant
documentation?

As the extended due date passed last week and you still haven't received a response, I hope you will consider complaining to the Ombudsman about this unlawful delay.

Such complaints help keep the Ombudsman abreast of the scale of the problem of NZ Police ignoring OIA due dates. Unfortunately, because NZ Police don't fall under the jurisdiction of the Ombudsmen Act, this is the only mechanism through which the Ombudsman can keep track of this widespread issue.

The Ombudsman has told me that he intends to audit NZ Police's compliance with the timeliness requirements of the OIA, but because of this restriction he must do so by "close monitoring of OIA complaints".
