Kia Ora Frank, this is our response to your LGOIMA request:
Covering Information:
The CDEM Group Office is administered by the Hawke's Bay Regional Council
and is responsible for the Emergency Coordination Centre (ECC). Each
Territorial Local Authority (TLA) is responsible for their own Emergency
Operations Centre. The HBRC does not hold the building data for each EOC.
I have asked the TLAs in Hawke's Bay and have collated their returns
below. Further information about TLA EOCs should be sought from the
individual council you are enquiring about.
The information collated is below:

Primary ECC (in event of EQ): Group Emergency Coordination Centre - 309
Lyndon Road East, Hastings

Napier
...are unable to advise of a Primary or secondary EOC in the event of an
earthquake. The interpretation for Emergency Management Centres to be
designated as EOC¡¯s in event of Earthquakes, then the building must be
constructed to a higher seismic standard than an ordinary Building,
importance level 4. Napier City Council does not have any buildings
constructed to Importance Level 4.
EOC¡¯s intended to be used for other type of emergencies i.e.
floods/cyclones etc. Council could use any building appropriate for the
circumstances. The Post Office Building was last used post cyclone as it
has a generator and based on that experience it would make sense for Post
Office to be designated as a non- earthquake event EOC. With the recent
event, it was a matter of deciding the best building at the time. Cape
View was initially used but the centre was shifted to Post Office because
of the power outage.
Hastings District Council:
Will use the same building as the ECC at 309 Lyndon Road East, Hastings.
Central Hawke's Bay District Council:
No data on CHBDC.
