Waikato Regional Council (WRC) will respond in relation to their own EOC
building.

 

As the administrating authority for the CDEM Group, WRC have a
responsibility for administrative services, such as entering into
contracts on behalf of the CDEM Group members. This does not extend to
being responsible for the provision of local CDEM services / facilities in
the CDEM Group area; nor does WRC have significant influence on how those
local CDEM are provided for. Section 64 of the CDEM Act is clear that each
member council is responsible for those local services / facilities.

 

Council does not hold the above information for buildings within the areas
of other CDEM group members.

 

Therefore, under section 12 of the Local Government Official Information
and Meetings Act 1987, WRC is transferring this request to the Territorial
Authorities listed below, who will all respond on their own behalf in
relation to their own EOC buildings.

Urgent requests
If you have asked for your request to be processed urgently,the team will
try to meet the date you have specified. However it may not always be
possible to meet your timeframe due to staff resourcing, and the size and
complexity of your request.

Fees & Charges
There is typically no charge, however the decision to chargewill be made

If there is a charge to be applied, Hamilton City Council will notify you

Thank you for your enquiry,  the area of the Council building that would
be used as an EOC was assessed at 47% nbs at IL4 in 2014. This was an
Initial Evaluation Procedure (IEP) report.

The balance area of the building was assessed at 55% nbs (IL4).

Taupô Library – 28 Tongariro Street, Taupô – this building is a temporary
location and the intent is for the EOC to operate from the Civic
Administration Building, (which is being built to IL4) once completed.

 

Please provide the buildings current %nbs at IL4, the date of the last
assessment, and the type of seismic assessment completed.

Seismic assessment was completed on 17/04/2014 on the Library and scored
an ‘A rating’ thus > 80%NBS. The assessment was an Initial Evaluation
Procedure (IEP).  

 

Alternately if you do not hold/cannot provide the above please provide the
last seismic assessment for the buildings identified above

Please confirm the GECC is therefore located in the new IL4 building mentioned?

I can confirm that the Group Emergency Coordination Centre (GECC) is in
the new (IL4) part of the building that is referenced in the BCD Group
letter.

The Code Compliance Certificate, Building Consent was issued 8 January
2018.

Hamilton CDEM Group operates out of the Genesis Building situated at 94
Bruce Street, Hamilton.  Hamilton CDEM has a contractual arrangement for
shared access to the facility with Waikato Group CDEM.  An appropriate
Seismic Letter of Reliance in relation to this building is attached.

Could you please confirm for me, is the Taupô Civic Administration
Building a new build? When is it scheduled for completion?

Yes a new build that is currently scheduled for completion Jan 2025.
However there is a wide range of variables that can affect the delivery
timeframe throughout the duration of the project.

In response to your LGOIMA request please find attached “Detailed Seismic
Assessment” report for WDC Queen Street Admin Building. We believe, this
building is intended/likely to be used as -the ECC -an EOC after a seismic
event. At this stage, we do not know if any other buildings, within the
district, are identified to be used as the “ECC” or “EOC” after a seismic
event.

I refer to your request for information which the Waikato District Council (Council) received on 28 June 2023 by way of a transfer from the Waikato Regional Council (WRC).

Request:

Decision:
Council's decision is to release the information you have requested. Please find attached the document requested. The building is rated at 100% new building standard (NBS).

The advice I have received is that this building (where our EOC is located) is unlikely to meet the IL4 threshold and is more likely to be IL2. However, given its construction it would be a significant seismic event that would render it unusable as an ECC/EOC.
