It provides a reliable statement of the whole of the law of New Zealand - statutory, regulatory, and judicial. It is a comprehensive source of primary comment required by practitioners and academics alike.

The rule of law:
— The law should be clear, and clearly enforceable
— The law should be PUBLICLY ACCESSIBLE and able to be easily understood by all to whom it applies.

 Given that the Laws of New Zealand is a comprehensive narrative statement of the law of New Zealand, and that the intent of Parliament is to allow access to the law, why is this volume accessible only by law practitioners and academics?
The general public cannot be expected to be satisfied with accessing legislation alone; and the MOJ online reported cases are unreachable due to attached costs for each item.

 Questions:
Does Government intend on making this volume accessible to all?
Does Government wish to maintain openness and gain the confidence of the citizenry?
What formal arrangement does the Government or its organs have with LexisNexis regarding said volume?
