Dear Christchurch City Council,

I'm requesting the number of incidents in the past 5 years at the Lincoln Road, Addington Level crossing. As well as any future plans for modification to any paths, fending, road marketings or road surfaces that intersect with it.

I'm interested in understanding how often there are issues with this section of the road after seeing many vehicles stop across the level crossing, rear end others, or generally use the crossing in an unsafe manner.

I'm also interested in understanding if there are any plans to modify the road layout, speed or other traffic management at this location.

Dear Sam,

 

Thank you for your email, received on 21.08.2023. You requested the
following information, under the Local Government Official Information and
Meetings Act 1987 (LGOIMA):

 

“a) I'm requesting the number of incidents in the past 5 years at the
Lincoln Road, Addington Level crossing. As well as any future plans for
modification to any paths, fending, road marketings or road surfaces that
intersect with it.

 

b) I'm interested in understanding how often there are issues with this
section of the road after seeing many vehicles stop across the level
crossing, rear end others, or generally use the crossing in an unsafe
manner

 

c) I'm also interested in understanding if there are any plans to modify
the road layout, speed or other traffic management at this location”.

 

Please find attached and below a response to your LGOIMA request.

 

a/b) For tracking crashes at the crossing, the only regularly updated
source that Council has access to is via Waka Kotahi's Crash Analysis
System, which provides information on reported crashes (those attended by
Police).  In the past 5 years there have been 3 reported crashes within
50m of the level

crossing.  Of these, two crashes (non-injury) appear to be associated with
the interaction of traffic and the level crossing.

 

a/b) In 2021, a Level Crossing Safety Impact Assessment (LCSIA) was
undertaken as part of the Lincoln Road Bus Priority Project.  This is
attached for reference and contains additional information sourced from
KiwiRail.  It needs to be noted that the findings of the report were
considered for inclusion in the

bus priority project, however given the significant scale of investment
required to implement all the recommended improvements, the decision was
made not to progress improvements to the crossing as part of the project
works due to budgetary constraints.

 

a/b) For up-to-date Information on near misses or other incidents as
recorded by the train drivers, this would need to be obtained from
KiwiRail.

 

 

c) At this stage Council has no plans to undertake project works at this
crossing.

Dear Contributor
There may be an opportunity in the next year or two for Kiwirail to remove some redundant tracks and realign the main line tracks in this area to improve the level crossing.
I expect to make a separate request to Kiwirail in the near future concerning this.
