Christchurch City Council
Dear Dan
I refer to your request regarding raised platforms at intersections.
I now have a completed response to your queries. Please see Council’s
answers below.
- The additional costs involved in installation compared to an
intersection without a raised platform.
o For the Wigram/Hayton intersection, the scheme design stage cost
estimate indicates that the installation of the proposed raised
platforms and associated stormwater drainage at the intersection is
approximately $195,000. This cost may be reduced following further
investigation at the detailed design stage.
o For the Lincoln/Whiteleigh/Barrington intersection, the “post scheme
design” estimate (the same stage of the project timing wise as
Langdons) was $750k. This was prior to detail design, stormwater
complications etc. The total project cost was approximately $900k;
however, it is not possible to definitively say of this cost what was
intersection and what was platform. There was a lot of difficulty with
levels and making the platforms wheelchair usable (moving power poles,
widening footpath, modifying design, etc).
- Investigations and reports into the impacts on safety for all road
users.
We use data and resources provided by others, this includes and is not
limited to:

- A list of intersections that are planned to have raised platforms
installed in future.
o Confirmed locations for platforms at intersections include the
Briggs/Marshland intersection, Ferry Road/Aldwins Road/Ensors Road
intersection and Aldwins/Linwood/Buckleys intersection.
o Council are currently consulting on platforms at the [6]Shirley/Hills
intersection, Shirley/Marshland intersection and the
[7]Hansons/Riccarton/Waimairi intersection. Further information can be
found on our Let’s Talk page: [8]https://letstalk.ccc.govt.nz/
o Waka Kotahi are implementing platforms also at the
Peer/Yaldhurst/Curletts intersection. Further information can be found
here: [9]https://nzta.govt.nz/projects/sh73-yaldh...
- The results of community consultation (if any) that has been conducted
prior to installation of raised platforms.
o Briggs/Marshland intersection – See item 10 of the [10]Council Report.
o Wigram/Hayton intersection – 54 submissions received from the public
consultation for proposed intersection improvement. Of them, 9
submissions supported or believed the proposed raised platform would
improve intersection safety, whereas 7 submissions did not support the
proposed raised platform.
- Details of any and all incidents and motor vehicle crashes that have
occurred at intersections since they have had raised platforms installed,
and the resulting investigations.
o See attached - Lincoln/Barrington/Whiteleigh – Initial Review
