RE: TeiTei Drive Ohakune development that has recently applied for resource consent.

On 25th July between 10-11am, I had a call with Giles Tait & Renee Regal of Kainga Ora via Zoom.

12:52mins into the call Giles Tait stated that the concept designs had been "high level tested and proved that the sections regardless of size could accomodate an outcome", "and some of those outcomes are single story level"
16:52mins into the call, Renee agreed to check with MSD, how many people are waiting for houses in Ohakune town vs the statistic available for the region (Ruapehu) which is 72 families or individuals.
17:28mins Renee stated she was very aware of all the properties available on the market for sale and they have a set standard for existing homes and that 9/10 they are more so looking for land opportunities.
18:00mins Renee stated the standard called "Dimension" when they are considering existing properties.
19:37mins Giles stated that 15 state house titles would be in KO ownership and the remaining 29 would go through the market "through people we would typically want to work with"
20:15mins Giles stated "The only way you can build an affordable home is to discount the land"

On 27th June I received the following response from KO via email "Kāinga Ora will work with other agencies and key stakeholders in the community to ensure local services, such as schools and medical services, are prepared for population growth"; my concern was around Amenities & Services in the area and the lack of a GP and schooling capacity.

1./ Could I please be provided with the "high level tested and proved" designs for single story buildings for the consideration for the Ohakune LOTS 300-450sqm in size as they were not part of the building consent application; only 2 level designs were included.
2./ Could I please be provided with the number of people waiting on housing in the "Ohakune" (for the Ruapehu region this is 72) , please also provide the bedroom requirements to make up homes (i.e. 20 x 1 bedroom, 10 x 2 bedroom, 3 x 3 bedroom).
3./ Could I please be provided with the reviews done on existing properties for sale in the Ohakune Region in the last 12 months, along with the date the review had been done. I.e. I would like to understand which houses have been considered and then declared not fit for KO standards, along with any that may have passed the "Dimension" standard
4./ Please provide the same for land purchase reviews that have been considered for Ohakune in the last 24 months, along with addresses, LOT numbers and any reports produced.
5./ Considering Ohakune is far from any major town or city that has supplies, and the lack of builders in the region, I would like to see costing including materials, travel to Ohakune & accomodation for the builders. What is the average cost to build per sqm in the Ohakune region for KO based on these rural elements.
6./ Who will the 29 remaining sections in Stage 1 be listed with, or how will they be sold. Essentially, there is 15 "workers accomodation" properties that WPI was mentioned as a possible buyer; how would they go about purchasing these at a discount and at what discount?
7./ Which developers are KO currently in discussion with to build the homes in Ohakune; if this is commercially sensitive, can you advise how many you are in talks with and their locations; I'm trying to gauge if these builders are local or out of town.
8./ What engagement and communication has KO had with doctors/medical practitioners/other departments around schooling and health capacity? Please provide dates of when these occurred.
9./ Has any report been provided or exist on the impact and value loss, to the Snowmass subdivision next door and to the Carrot Park by having this intensified social housing and affordable houses next door. Please provide these.
10./ Could you please link me to, or if not available on the web, provide the "Dimension" standards that KO goes by when looking at existing properties.
11./ Can you please confirm that Taumarunui was not the intended initial location for this CIP Infrastructure Reference Group funding, and that the project was not moved to Ohakune because of a land claim; please provide all related documents to the CIP funding and any modifications through the process.

Dear Kainga Ora Correspondence,

Thanks for the master plans file dated 13 march 2023 and note on page 8 that the test was done using a single parking space, which does not abide by district plan.
The house is also 1.624m from front boundary where district plan requires 3m under RE3.3.5, rear also appears to not comply
Also seems weird to have 2 bathrooms on a 2 bedroom house, that’s supposed to be affordable or social housing based.

Page 9 shows another house layout with a 1m boundary on the side, the district plan RE3.3.5 states a 1.5m side boundary is required.
Page 10 shows a concept being built on the boundary, with no space to neighbour.
Page 11 onwards shows no swale, no parking, no services and seems wrong

1./ Car parking and maneuvering areas on the site and minimum 2 car parks do not comply, how did this test comply and who signed off on it?
2./ What size is the land on page 8, as I dont see it stated, was this for 300sqm or 450sqm?
3./ What size is the land on page 9, its not stated.
4./ What size is the land on page 10, its not stated.
5./ Both concepts appear to fail the district plan, how were these tested against RDC district plan, and how did you consider they passed and by whom signed it off?
6./ No swale or parking is shown from page 11 onwards, how has this been decided to comply and signed off by who?

Thanks for the master plans file dated 13 march 2023 and note on page 8
that the test was done using a single parking space, which does not abide
by district plan.

The house is also 1.624m from front boundary where district plan requires
3m under RE3.3.5, rear also appears to not comply Also seems weird to have
2 bathrooms on a 2 bedroom house, that’s supposed to be affordable or
social housing based.

 

Page 9 shows another house layout with a 1m boundary on the side, the
district plan RE3.3.5 states a 1.5m side boundary is required.

Page 10 shows a concept being built on the boundary, with no space to
neighbour.

Page 11 onwards shows no swale, no parking, no services and seems wrong

 

1./ Car parking and maneuvering areas on the site and minimum 2 car parks
do not comply, how did this test comply and who signed off on it?

2./ What size is the land on page 8, as I dont see it stated, was this for
300sqm or 450sqm?

3./ What size is the land on page 9, its not stated.

4./ What size is the land on page 10, its not stated.

5./ Both concepts appear to fail the district plan, how were these tested
against RDC district plan, and how did you consider they passed and by
whom signed it off?

6./ No swale or parking is shown from page 11 onwards, how has this been
decided to comply and signed off by who?

7./ Please advise how these tests passed without meeting the district
plans.
