Rate payer risks and costs

Barry Murphy made this Official Information request to Ruapehu District Council

Response to this request is long overdue. By law Ruapehu District Council should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

From: Barry Murphy

Dear Ruapehu District Council,

We have obtained a copy of the agreement for Teitei Drive which can be located here - https://www.dropbox.com/scl/fi/uqed71ky2...

There are many locations which say RDC is to pay for cost overruns but to save you time, I copy paste from the last page "Cost overruns RDC has to fund any shortfall."

To date, we have been told that this will be a cost neutral exercise, the land is the contribution, and that Kāinga Ora would fund the difference; some in video, some in emails, so I wish to clarify.

1./ Who bears the cost overruns for the development of the land?
2./ Documents state estimates were provided in 2020, have you obtained more up to date estimates?
3./ Please provide copies of the estimates
4./ Have rate payers been advised of the risk?
5./ Are all councillors aware of the risks?
6./ Why has it been communicated to date via email and zoom, that there is no cost to ratepayers, hiding the fact there is a high potential risk that it will
7./ Do any further contracts exist to remove this risk from RDC? i.e. backed with Kāinga Ora?
8./ Did council understand and discuss the risk with ministers (after being told to keep it confidential) regarding the LGA obligations Council had to dispose of land and to consult with the community?

Yours faithfully,

Barry Murphy
