The Department of Internal Affairs (the Department) has received transfer
of your Official Information Act request from MBIE – see attachments above
for transfer notification and original request.
You have requested details of meetings between Fonterra Co-operative Group
Limited and Government Ministers during the Covid-19 Pandemic.
In its current format your request is extremely broad and would result in
refusal under section 18(f) of the Act that the information requested
cannot be made available without substantial collation or research.
We need to clarify and amend your request to make it more specific.
o Is there a specific time period you are referring to during the
Pandemic? E.g. March 2020 to April 2020 was the first Alert-level 4
lockdown.
o What Government Ministers are you referring to in your request? During
the Covid-19 lockdown there was more than 20 government Ministers. To
conduct a search for the information you have requested would involve
searching the records of every former Minister in office for the time
period of your request and potential consultation with each person on
any material returned.
o Are there certain individuals from Fonterra Group Co-operative Limited
employees that you know by name that you requesting correspondence
for? (aside from Daniel Norris?)
o Is there a specific meeting/s that you aware of that happened that you
are referring to in your request?

Please advise the details (as per my original request) of all meetings with Government Ministers and Fonterra Cooperative Group Limited between March 2021 and September 2021. The names of Fonterra personel to include CEO Miles Hurrell and Daniel Norris and any other staff who identified as Fonterra employees.

Good Afternoon Carl,
Thank you for clarifying the timeline of your request, that makes the search much more manageable.
However, the search parameters are still very broad considering your requests asks for "Government Ministers". In this current format this would involve the Department searching the records of all the Ministers who held a warrant between March 2021 to September 2021 which is more than 20 Ministers. This would involve substantial collation and research which would result in your request being refused under section 18(f).
Is there a specific Ministers information that you are requesting or a specific Ministerial portfolio such as the COVID Response that you believe would best fit your request?
