I am writing to you under the Official Information Act (1982) (OIA) and Local Government Official Information and Meetings Act (1987) (LGOIMA) as a citizen of New Zealand to request:

1. All training material and guidance documents for your Parking Enforcement Officers (Operational Guidelines).

2. Operational Guidelines for infringement issuance and evidence collection particularly for Parking longer than stated parking signs.

3. Any parking enforcement training material/manuals relating to Code of conduct, limitations of authority, Instructions for issuing infringement notices, and enforcement considerations.

4. Council policy on parking enforcement officers use of vehicle-mounted ANPR License Plate Recognition equipment (LPR) for parking compliance.

5. What LPR equipment parking enforcement currently use. This should also include:
a) The relevant business contract details
b) The factory operational manuals for this LPR equipment.

6. Operational guidelines on parking enforcement officers use of LPR for parking compliance (including infringement issuance and evidence collection).

7. Operational Guidelines on parking enforcement officers use of LPR for; Parking longer than stated parking signs.

8. What particular offences parking enforcement officers use such LPR equipment to detect.

9. What areas parking enforcement patrol with LPR. This should be in a viewable format (e.g map/s of patrol circuits).

these procedures are currently incomplete due to continual development
of HCC’s parking initiatives e.g. Demand Responsive Pricing (DRP) and
changes to the 2 hours free parking to 1 hour in the Central City.
 e. External training (Health & Safety, First Aid, Deal with Aggressive
Customers)

 

 2. Operational Guidelines for infringement issuance and evidence
collection particularly for Parking longer than stated parking signs

 5. What LPR equipment parking enforcement currently use.

 

This should also include: a) The relevant business contract details b) The
factory operational manuals for this LPR equipment

The Hamilton City Council Parking Team are supplied with Panasonic
Toughpads. A generic manual and the Genetec program are used. The
Panasonic Toughpads are connected to the Automated License Plate
Recognition (ALPR) vehicles. The vehicles are fitted with ALPR cameras and
tyre cameras.

 

 6. Operational guidelines on parking enforcement officers use of LPR for
parking compliance (including infringement issuance and evidence
collection)

 

This is currently being developed.

 

 7. Operational Guidelines on parking enforcement officers use of LPR for;
Parking longer than stated parking signs.

 

This is currently being developed.

 

 8. What particular offences parking enforcement officers use such LPR
equipment to detect.

 

The offences being detected using the LPR vehicles are:

 a. P106 – Parked over time limits i.e. P5, P10, P15, P30, P60, P120,
P180 and P240.
 b. P105 - Parked in a prohibited area.
 c. P107 – Parked in area marked by broken yellow lines.
 d. P108 - Parked in an area reserved for hire and reward.
 e. P114 – Incorrect kerb parking – left side of the road.
 f. P115 – Parked on a footpath or cycle path.
 g. P127 – Parked on a flush median or traffic island.
 h. P128 - Parked on a special vehicle lane.
 i. P350 – Parked on lawn, garden, or verge (berm).
 j. P542 – Parked in metered parking place without paying the applicable
fee.
 k. P110 – Parked obstructing a vehicle entrance (this is still being
tested)

 

 9. What areas parking enforcement patrol with LPR. This should be in a
viewable format (e.g map/s of patrol circuits). 

 

Maps supplied (see attached files) . The LPR vehicles are used to detect
illegal and/or dangerous parking on Saturdays at sports grounds,
specifically at Old Farm Road, Lake Domain, John Webb Drive, and all
streets around Minogue Netball Park. The vehicles are also used for
investigating Customer Service Requests.

 

10. Any certifications or maintenance schedules for LPR equipment in use
particularly: a) Certificates for any LPR equipment mounted to
vehicle/s in use for the year 2024. b) Maintenance schedules for any

LPR equipment mounted to vehicle/s in use for the year 2024.

 

The following information is provided by Datacom under our support
contract with them. There is six monthly maintenance schedules in place
for all devices in and on the LPR vehicles. This includes:

 a. Application patching.
 b. Bracket condition inspection.
 c. Camera cleaning.
 d. Camera focus check and correction if required.
 e. Car drive test and evidence collection.
 f. GPS accuracy and tuning if required.

 

11. A full list of what evidence is collected using LPR for infringement
detection.

 

The evidence collected by the LPR vehicles is:  

 a. Photos of parked vehicle, licence plate, and position of vehicle’s
tyres. 
 b. Date and time of when photos were taken.
 c. Street address of where the vehicle was located.
 d. The infringement code allocated to the offence.

 

12. A full list of what evidence is collected using LPR particularly for
parking longer than stated parking signs (e.g. ANPR hits 1 & 2,
context images of a car, images of wheels etc.)

 

The evidence collected by the LPR vehicles is:  

 a. Context photos of parked vehicle and licence plate capture.
 b. Photos of tyre positions for comparing to see if vehicle had moved
between time of first sighting, second sighting, third sighting etc.
 c. Date and time of when photos were taken.
 d. Street address of where the vehicle was located.
 e. Time zone restriction vehicle was parked in.
